MSB Energy Associates - Citizens' Group Assistance

Producing and providing energy affects citizens directly and indirectly - from the building of power plants, pipelines and transmission lines in their neighborhoods to concerns about affordability. Often individual citizens and citizens groups find themselves in need of technical assistance so they can fully represent their interests while major decisions are being made.

MSB can help citizens' groups understand complex issues, take part in, and make a difference in the decision making process.

Project Spotlight

MSB has assisted RURAL (Responsible Use for Rural and Agricultural Land) a citizens' group based in Cambridge, Wisconsin, with their concerns about a power plant proposed for a Greenfield site in their community.

MSB analyzed and criticized the air permitting process for the plant, that contributed to a successful appeal to the EPA’s Environmental Appeals Board and remand of the permit for changes.

MSB assisted RURAL and the Environmental Law and Policy Center by analyzing the economics and contractual obligations involving the plant and by supporting ongoing legal appeals.

At MSB, we have helped citizens groups in:

  • Analyzing the need for new electric transmission lines and proposing alternative siting and resource options.
  • Evaluating new power plant proposals as to their need, siting and economics.
  • Criticizing inadequate permitting processes and pollution control measures for power plants.
  • Intervening in the development of new state rules for environmental assessments of energy projects.
  • Contesting utility rate increases.
  • Providing testimony, hearing support and public outreach.
  • Developing written materials and visual aids including charts and maps to enhance the communication of positions and proposals.
  • Understanding options for intervention in the regulatory process.
