MSB Energy Associates has specialized in public interest energy consulting since its inception in 1987. Members of our staff have conducted low-income program design since 1979. MSB has extensive experience in researching, developing, analyzing, and supporting the advocacy of energy programs that benefit low-income consumers.

Project Spotlight

MSB served as consultants to the Low Income Governing Board of California, which advised the California Public Utilities Commission on rate discount and low-income energy efficiency programs under electric industry restructuring.

MSB assisted the Board in developing proposals for administration of the programs, for standardizing them across utility service areas and in proposing enrollment procedures and pilot programs to increase participation.
