MSB Energy Associates - Energy Efficiency Program Planning and Analysis

MSB staff has worked across the U.S. supporting various parties including energy efficiency advocates, public utility commissions, state governments, individual customers, utilities, and others by evaluating and implementing the appropriate role for end use energy efficiency programs. We develop and apply modeling software, do economic and operational analyses, provide expert testimony, testify, provide training, as well as develop energy efficiency program designs and guidelines. MSB staff has provided the technical support for collaborative efforts throughout the United States.

Project Spotlight

MSB performed an in-depth study of new home construction practices and the new home market for the Wisconsin Division of Energy and Public Benefits. MSB analyzed building permit data and conducted interviews with builders, subcontractors and home-buyers.

The study is intended to aid Wisconsin’s Energy Star homes program, a voluntary, market-based program which encourages the construction and purchase of durable, safe and energy-efficient homes.

Some examples of our work

Assisting clients as they develop energy efficiency programs through training sessions and screening.

Testifying on behalf of clients concerned with both the level and nature of energy efficiency programs that utilities should provide both until and after restructuring takes place and proposing designs and energy efficiency strategies for those programs.

Assisting public utility commissions with development of their various reliability and system planning policies. We have recommended changes to utility energy efficiency program proposals and analyzed program monitoring and evaluation issues.

Working with parties in a collaborative method to develop programs for the residential, commercial and industrial sectors. We have performed market segmentation studies, and cost benefit analyses.

Advising on the redesign of low-income energy efficiency services in the restructured marketplace.

Recommending additional energy efficiency programs in rate case and hydro certification proceedings.
