MSB Energy Associates - Electric Industry Restructuring and Transformation

Over the last several years, as sweeping changes have come to the electric industry, MSB Energy Associates has been helping clients understand restructuring policies and energy markets. We’ve evaluated state restructuring proposals on behalf of regulatory agencies, utilities and other energy service providers, and consumer and environmental groups. MSB has helped city governments, businesses and utilities to develop cost-effective strategies to maximize the benefits flowing from restructuring.

Project Spotlight

MSB studied the electric industry in Ohio for the Oak Ridge National Laboratory. The report MSB produced - “Electric Industry Restructuring in Ohio: Residential and Low Income Customer Impacts” - analyzed the electric utility cost structure in Ohio, estimated the expected changes in that structure and cost levels under various restructuring proposals and determined the likely impact on low income and other residential customers.

The report had a significant impact on subsequent restructuring legislation.

MSB Energy Associates has developed proprietary power system modeling software which we use to estimate future market prices and dispatch of generation resources; it allows us to assess restructuring and merger proposals, effects on customer classes and the environment. We’ve also analyzed the transmission infrastructure needed to support a vibrant electric power market and participated in regulatory proceedings involving proposed transmission system additions.

Analyzing proposed utility restructuring plans. We can assist in developing a vision of the restructured environment and measuring how well utility proposals could achieve that vision. We prepare and present testimony summarizing our findings and recommendations.

Advising on low-income policies and programs in a restructured market and transfer of utility-administered programs to independent administration

Estimating customer rate structure and cost impacts from restructuring.

Assessing the level of stranded assets and the appropriate amount to be recovered from customers.

Conducting competitive market analyses to identify utilities that would benefit or be harmed by retail competition.

Evaluating the potential impacts of restructuring on municipal utilities.

Analyzing the adequacy and capability of regional transmission systems to support power sales in a competitive market.

Studying tax policies affecting public and private utilities.

Designing, organizing and presenting executive management sessions on business strategies in restructured markets.

Analyzing reliability and environmental effects of restructuring and utility mergers.
