Experience

Since co-founding MSB Energy Associates in 1988, Mendl has served public-sector clients in over 20 US states and Canadian provinces.

Much of his recent work has involved electric utility restructuring and aggregation, low-income consumer energy affordability and service issues, and prudence of utility planning and purchase practices. He has evaluated electric utility restructuring alternatives and prepared policy recommendations and supporting technical information. He has conducted engineering, economic and life-cycle cost analyses of alternate energy resource options, including improved end-use energy efficiency.

Mendl has developed state regulatory commission codes for implementing integrated resource planning and evaluated the adequacy of existing and proposed codes. He has conducted analyses, prepared reports and recommendations, and frequently presented expert testimony. Mendl was both organizer of and presenter in a series of five least-cost planning workshops across the U.S. sponsored by the National Association of Regulatory Utility Commissioners (NARUC).

Background

Before joining MSB, Mendl served at the Wisconsin Public Service Commission where he became Director of the Bureau of Environmental and Energy Systems and then Administrator of the Division of Systems Planning, Environmental Review and Consumer Analysis.

At the PSC, Mendl was responsible for the development and evolution of Wisconsin's long-range planning process for electric utilities. He had overall responsibility for directing the Commission's activities concerning utility long-range plans and the preparation of environmental impact statements and environmental assessments of Commission actions.

Other Distinctions

Mendl staffed the NARUC Subcommittee on Energy Conservation for two and one-half years. He also served a four-year term on the Research Advisory Committee of the National Regulatory Research Institute.

Mendl is a Registered Professional Engineer in the State of Wisconsin.

Education

Masters of Science Degree in Nuclear Engineering, University of Wisconsin – Madison.
